Dominic McGraw

Deputy Director of Energy & Administration for the City of Philadelphia’s Office of Sustainability

Dominic leads initiatives focused on building systems, infrastructure, and portfolio-wide asset management across a large municipal building portfolio. Since joining the City in 2016, Dominic has overseen integrated building systems, long-term agreements, and major capital initiatives that improve operational performance, reliability, and long-term asset value. His work includes administering complex contracts such as power purchase agreements and energy services contracts and advancing governance frameworks that guide space planning and portfolio decision-making. He also serves as a mayoral appointee to the Philadelphia Gas Commission, where he contributes to oversight of utility operations and major infrastructure investments. Dom is a member of the 2025 cohort of the National Renewable Energy Laboratory’s Energy Executive Leadership Program and holds a Bachelor of Science in computer and business information systems, a Master of Environmental Studies from the University of Pennsylvania, and a Master of Science in information technology leadership from La Salle University. His professional credentials include Certified Energy Manager (CEM), LEED AP O+M, and WELL AP.
