Lecturer, Master of Environmental Studies
Patrick Osei is a recognized leader in urban planning, facilities planning, capital improvement, and sustainable infrastructure. A certified planner through the American Institute of Certified Planners (AICP), he currently serves as the executive director of facilities planning, space management, and real property management for the School District of Philadelphia, where he oversees more than 350 buildings and leads the district’s facility master plan. Patrick has dedicated his career to advancing equitable, data-driven planning across transportation, environmental sustainability, and public-sector infrastructure, including climate-focused initiatives at the Lehigh Valley Planning Commission (LVPC) and prior engineering leadership at PennDOT, where he developed regional highway safety plans and managed major infrastructure projects. He is a graduate of Drexel University’s PhD program in environmental engineering and holds a Master of Science in Applied Geosciences from the University of Pennsylvania, where he won the 2018 Ben Talk Award. Patrick also holds a master’s degree in environmental science, policy, and management. He currently serves as a part-time lecturer at the University of Pennsylvania, where he teaches Integrated Planning for Sustainable Infrastructure and Environmental Impact.
